Biography

Dr. Lazzat Kussainova is the Founder of a non-profit organization and President of the International Centre of  Scientific Collaborations (ICSC), which carries out Kazakhstan has extensive cooperation with the country's scientific communities, foreign embassies and international scientific organizations such as BRISEC, ECOSF, IAP SEP, CAST, INSTP, INIC and others.

Dr. Lazzat Kussainova was elected a member of the International Scientific Council of ECOSF (2019), is a member of the Preparatory Committee of the World Scientific Literacy Organization (Beijing, 2019), a member of  BRISEC (Beijing, 2022).

Dr. Lazzat Kussainova worked for 20 years in the civil service, of which, from 2010 to 2017, she was Deputy Chairman of the Science Committee of the Ministry of Education and Science of the Republic of Kazakhstan. In this regard, he has a lot of experience in the field of legal regulation of scientific activity and organization of scientific work.

Ms.Kussainova holds a PhD in Law and a Master of Public Policy (Duke University, USA). Since 2010, she has been a patent attorney of the Republic of Kazakhstan, and since 2019 a member of the National Chamber of Legal Advisers.

Its professional scientific interests are environmental, agricultural and land law, as well as intellectual property and human rights. She is also the author of several monographs, tutorials, and scientific publications in the field of various fields of law.

She has extensive legislative drafting skills. In particular, it was the developer of such laws as the Law on Public Service of the Republic of Kazakhstan, the Law on Peasants (Farms), the Law on Science, and has an author 's certificate for the draft Concept of the Law on Commercialization of the Results of Scientific and (Or) Scientific and Technical Activities. At present, they are all valid laws in the Republic of Kazakhstan.

In recognition of her outstanding achievements in the field of science, Ms. Lazzat Kussainova was twice awarded the departmental award of the Ministry of Education and Science of the Republic of Kazakhstan "For Contribution to the development of Science" in 2014 and in 2022.

Dr.Lazzat Kussainova is actively engaged in popularization of science of Kazakhstan, but consistently advocates the dissemination of scientific education and scientific knowledge in the pedagogical, academic and scientific environment, as well as promotes the principles of zero tolerance to manifestations of corruption in science (scientific fraud).

Dr. Lazzat Kussainova instills a culture of scientific knowledge to children, and pays great attention to promoting children's scientific projects for international scientific competitions. On her initiative, a "Science Camp for Gifted children" (2022) was established in Kazakhstan, as well as an "International Scientific Forum for schoolchildren - Winners of scientific competitions" (2023). These research sites are very popular both among teenagers and their parents. They are attended by students who are passionate about science and demonstrate outstanding achievements not only from Kazakhstan, but also from Kyrgyzstan, Uzbekistan and other foreign countries.

With the support of the ICSC, students have the opportunity to participate in Scientific and Innovative project Competitions in China, South Korea, Indonesia, Malaysia, Tunisia, Turkey and Russia. With the legal and consulting assistance of Dr.Lazzat, these children received patents for their own scientific developments.

In 2021, with the support of IAP SEP, TWAS and UNESCO, she developed Methodological Recommendations for the practical application of the book "Working with big Ideas of Scientific Education" for teachers of schools in Kazakhstan and Kyrgyzstan. More than 300 Kazakhstani and 55 Kyrgyz teachers have been trained in the practical application of the methodology for the development of scientific education for children from an early age.
